Local distance-ladder measurements of the Hubble constant disagree with CMB-based inferences by roughly nine percent, a five-sigma conflict that has resisted a decade of scrutiny.
This paper shows that if the Hubble relationship emerges statistically from a gravitationally sorted population, different measurement methodologies necessarily return different values. The tension becomes an expected signature, not an anomaly.
