Relativity describes exactly how clocks slow with speed and gravity but never says what time physically is or why it dilates. The two dilation effects are treated by two separate formalisms.
This paper presents a single physical mechanism, a propagation budget within a physical substrate, that produces both special and general relativistic time dilation from one equation, and explains the one-way flow of time as a consequence.
