What the consciousness programme shows

Consciousness is a graded physical property of organised structure. No physical system has zero consciousness. The measure is structural and observable. It applies from a hydrogen atom to a tree to a human to an engineered system.

Everything in the universe is alive and conscious, in degree. That is Layer 2. It is not a metaphor and not a late product of brains. It follows from the same substrate that produces matter and forces in Layer 1.

Papers 20 and 21

P20 takes the programme from matter and the four forces to consciousness. P21 defines the Consciousness Index as a scalar:

CI0 = CI_floor + C × Ω(V) × (1 + 0.38A) × N^1.3 × K^1.2

A is channel capacity, N is integration density, K is control depth. CI_floor is greater than zero. The scale is open above the human average. Values are assigned on one scale across viruses, bacteria, trees, single cells, and animals from measurable structure, not from an observer's verdict.

What this does that IIT does not

IIT defines an informational quantity Φ without a physical substrate and without a tractable cross-species scale. The Consciousness Index is derived from the Spaticle field channel hierarchy, is computable, and is stated with falsifiable predictions in P20 and P21. The full comparison is on its own page.

Layers built on that measure

Layer 3 treats evolutionary change as directed movement toward higher degree of consciousness, not as a story of chance mutations plus selection alone. Layer 5 treats the human as a cellular civilisation under the same physics. Layer 4 (UNITE) and Layer 6 stay off the public site.
