Standard physics has no account of how a physical interaction becomes an act of sensing. It treats forces as passive mechanical events. Biology describes sensing, cognition, and response but has no account of what makes an interaction an experience rather than a transfer of momentum. The gap between physics and biology was treated as permanent.
Paper 20 closes this gap. The four fundamental forces of the Spaticle field are not passive mechanical events. They are the hierarchical sensing channels through which matter accesses information about its environment. Gravity is the sense of presence. The strong force is binding and structural integrity. Electromagnetism is identity, distance, and communication. The weak force is transformation threshold detection. The framework is derived, not proposed.
P20 provides the first formal physical definition that distinguishes sensing from mere interaction. Three conditions must all be satisfied simultaneously. If any one fails, the interaction is mechanical. If all three hold, it is sensing.
The four interaction channels form a strict hierarchy. A system can only access a higher-order channel if it already possesses all structural prerequisites for all lower channels. You cannot develop electromagnetic sensing without strong-force-stabilised matter. You cannot have strong-force-stabilised matter without gravitational coupling. This hierarchy is not a biological observation — it is a physical constraint derived from the Spaticle field force-emergence sequence of Paper 17.
The direction of the arrows is the direction of evolution. Every step up the channel hierarchy is a structural acquisition that enables a new form of sensing and a higher degree of consciousness.
If a system can sense through a higher-order channel, it must structurally contain all the prerequisites for every lower-order channel. This is the Structural Inclusion Principle. P20 tests it across five independent biological sensing modalities with suppression experiments. Every test is confirmed.
The degree of consciousness is a continuous function of: the number of channels satisfied; the information specificity of state changes; the persistence of integrated states; the coherence of regulation; and the degree of controlled versus forced emission.
This definition is graded, not binary. A hydrogen atom has gravitational coupling only: minimal non-zero consciousness. A bacterium with charge-asymmetric molecular structure adds the electromagnetic channel: higher consciousness. A mammal with full four-channel access, dense neural integration, and deep control architecture has the highest degree. The apparent categorical difference between a rock and a human brain is a difference in degree across many orders of magnitude, not a difference in kind.
P21 provides the full mathematical derivation and calibration of the Consciousness Index. The index is universal: it applies to every physical system from viruses to humans, with a strictly positive floor value enforcing the principle of Vijay's Law that no physical system has zero consciousness.

P21 applies the CI formula to 100 species spanning nine biological categories, from single cells to exceptional humans. Every result is traceable to 17 independently assigned biological parameters. Dolphins (CI₀ = 123.9), crows (116.4), chimpanzees (114.5), and parrots (106) all exceed the human average of 100 in intrinsic structural capability. This is not an artefact. The biology warrants it. These species have named individuals, cultural transmission, theory of mind, future planning, causal reasoning, and genuine concept formation.

Vijay's Law establishes three claims as a unified foundational position. All three are derived, not assumed. All three are falsifiable.
Every physical system in the universe exhibits a non-zero degree of consciousness. Consciousness is a fundamental property of all matter, expressed differently at different scales of structural complexity. What physics describes as forces and interactions are the elementary expressions of consciousness at the atomic and subatomic scale.
